Audit found that the problem of non-standardization in the central government amounted to 4.394 billion yuan

Liu Jiayi, the Auditor-General of China's National Audit Office, said in Beijing on the 27th that auditing of 50 central departments conducted by the National Audit Office in 2011 found that non-standard issues such as government procurement, asset management, and accounting treatment involved 4.394 billion yuan.

Liu Jiayi did the audit report on the implementation of the 2011 central budget and other fiscal revenues and expenditures to the Standing Committee of the National People's Congress on that day. This time, a total of 50 central departments were audited, 270 subsidiaries were audited, and the audit budget expenditure was 146.402 billion yuan.

Liu Jiayi pointed out that in terms of budgeting and financial management, five departments such as the Ministry of Land and Resources and other departments of the Ministry of Environmental Protection and the Environmental Planning Institute of the Ministry of Environmental Protection have applied for financial funds of 21.9191 million yuan; the Ministry of Commerce and other three departments have Ministry of Industry and Information Technology, China Software Testing Center and other 42 branch-owned units illegally transferred 157 million yuan of funds, of which 28.841 million yuan was used to pay subsidies; the Population and Family Planning Commission and other five departments and civil aviation bureau clearing centers and other 10 The affiliated units of the department set up a project to set a violation charge of 207 million yuan. It also found that non-tax income of RMB 770 million was not paid in a timely manner according to the provisions of the “two lines of revenue and expenditure”.

He disclosed that in the central government's main expenditure items, education expenditure is 99.905 billion yuan, and the budget is 127%. Exceeding the budget is mainly based on the use of central revenues to increase the income of the Central University's undergraduates, the average quota for raising funds, and post-graduate education grants. The public security expenditure was 103.701 billion yuan, the expenditure on science and technology was 194.124 billion yuan, the expenditure on culture, sports, and media was 18.872 billion yuan, the social security and employment expenditure was 50.248 billion yuan, and the medical and health expenditure was 7.132 billion yuan. The housing security expenditure was 32.882 billion yuan, and 112.8% of the budget was completed. Exceeding the budget is mainly due to the increase in low-rent housing, public rental housing construction, and shantytowns reconstruction, with the use of central fiscal revenues and reserve fees.

Audit: Beijing-Shanghai high-speed rail line construction bidding violation

Liu Jiayi, the Auditor-General of China's National Audit Office, stated in Beijing on the 27th that in the bidding for construction projects on the Beijing-Shanghai high-speed rail line, the Ministry of Railways had violated the rule by shortening the time for obtaining prequalification application documents from at least 5 working days to 13 hours. The general rule is shortened to less than 24 hours in less than 7 days.

He pointed out that in terms of central budget management, when the Ministry of Finance reported to the National People's Congress on the implementation of the central budget in 2011, it had under-reported 1.922 billion yuan in revenues; the arrangements for individual investment plans were unreasonable, and the development and reform commission in industrial rejuvenation and technological transformation. In the investment plan, investment of RMB 29.22 million was allocated to 6 projects that were not covered by the scope of support or did not strictly enforce the relevant industrial policies. There were no strategic investments in the core areas of 11 strategic emerging industries that should be supported.

In terms of treasury management, Liu Jiayi revealed that some of the special accounts for foreign aid funds have not been managed under the regulations by the treasury department. As of the end of 2011, 9 special accounts were still managed by the International Department of the Ministry of Finance. The current year revenues and expenditures were 266 million yuan and 136 million yuan respectively.
