How to ease the excess capacity in the chemical industry?

Recently, the China Petrochemical Federation held a seminar on the development of the chemical industry in Beijing in 2013.

In view of the long-standing overcapacity problem in the petrochemical industry, Li Yongwu, president of the China Petrochemical Association, stressed that resolving the contradiction of overcapacity is the focus of this year's industrial restructuring and a long-term task. The industry must conscientiously implement the principle of respect given by the central government. , Implementing policies in various fields, and adopting a multi-pronged approach to tackle both the problem and the need to tackle the problem. We must do a good job in three areas: First, actively resolve the contradiction of overcapacity. By limiting the number of newly-built expansion capacity, resolutely eliminating one batch, optimizing one batch, transferring a batch of surplus production capacity, and supplementing with necessary economic and administrative measures, such as formulating differential water price and electricity price policies, increasing the operating cost of lagging production capacity. And so on, strictly control the disorderly expansion of production capacity. The second is to form a new driving force for innovation-driven industrial transformation and upgrading. Focus on the development and promotion of high-efficiency technologies for the use of low-grade chemical ore and heavy oil, and focus on breakthroughs in the development of high-performance, low-cost manufacturing technologies for bulk synthetic materials and key synthetic materials, and the development of special engineering plastics and membrane materials. Carbon fiber, aramid special fiber, and fluorosilicone new materials, and other high-end chemical and new material preparation technologies, promote the industry to accelerate the transfer to the high-end global industrial chain and improve the core competitiveness of the industry. The third is to promote industrial green, recycling, and low-carbon development. Strengthen research on major environmental issues such as mercury pollution, phosphogypsum, chromium slag, PM2.5, and volatile organic compounds, and actively promote the scientific and standardized development of the chemical industry park.

Li Yongwu suggested that industries with more overcapacity problems and lagging production capacity should be included in the national plan to eliminate backward production capacity and dismantle and eliminate backward production capacity tasks on an annual basis.
