Ministry of Railways: High-speed rail projects under construction during the 12th Five-Year Plan period will not be suspended

Wang Yongping, spokesman of the Ministry of Railways, said in an interview with CCTV today that the scale of railway construction investment during the "Twelfth Five-Year Plan" period will greatly exceed the "Eleventh Five-Year Plan". It is suspected that the high-speed rail projects under construction will not be suspended. Wang Yongping said that the current railway construction plan is active and stable, which not only reflects the continuity of railway construction, but also the reasonable construction organization and capital requirements for the projects under construction, ensuring the overall stability and order of the railway construction, and also adapting to the level of economic and social development in China. On specific projects, we will adhere to the principle of ensuring that we are building, on, and supporting. It is suspected that the high-speed rail project under construction will not stop working. The latest financial and operational data report of the Ministry of Railways released by the Ministry of Railways Finance Department showed that the Ministry of Railways had a loss of 3.76 billion yuan in the first quarter of 2011. As of the end of March, its total assets and total liabilities were 3.41 trillion and 1.98 trillion yuan respectively. At the same time, from the rough calculation of the published data, the Ministry of Railways' asset-liability ratio rose to 58.2%. During the "two sessions" of the country this year, Minister of Railways Sheng Guangzu publicly stated that the current asset-liability ratio of railway enterprises is around 56%, which is not too high among industrial enterprises. The railway enterprise debt of 1.8 trillion yuan is at Within the controllable range.

Portable Generators are useful when temporary or remote electric power is needed, but they can be hazardous. The primary hazards to avoid when using them are carbon monoxide poisoning, electric shock or electrocution, and fire.

We would like you to know that there are simple steps you can take to prevent the loss of life and property resulting from improper use of Portable Generators

To Avoid Carbon Monoxide Hazards:

    1. Always use generators outdoors, away from doors, windows and vents.
    2. NEVER use generators in homes, garages, basements, crawl spaces, or other enclosed or partially enclosed areas, even with ventilation.
    3. Follow manufacturer's instructions.
    4. Install battery-operated or plug-in (with battery backup) carbon monoxide (CO) alarms in your home, following manufacturer's instructions.

    5. Test CO alarms often and replace batteries when needed.

To Avoid Electrical Hazards:

    1. Keep the generator dry. Operate on a dry surface under an open, canopy- like structure.
    2. Dry your hands before touching the generator.
    3. Plug appliances directly into generator or use a heavy-duty outdoor- rated extension cord. Make sure the entire extension cord is free of cuts or tears and the plug has all 3 prongs, especially a grounding pin.
    4. NEVER plug the generator into a wall outlet. This practice, known as backfeeding, can cause an electrocution risk to utility workers and others served by the same utility transformer.
    5. If necessary to connect generator to house wiring to power appliances, have a qualified electrician install appropriate equipment. Or, your utility company may be able to install an appropriate transfer switch.

To Avoid Fire Hazards:
    1. Before refueling the generator, turn it off and let it cool. Fuel spilled on hot engine parts could ignite.
    2. Always store fuel outside of living areas in properly labeled, non-glass containers.
    3. Store fuel away from any fuel-burning appliance.
