Development of offshore wind power needs to change the existing development model

The “Twelfth Five-Year Plan for Wind Power Development” clearly stated that China’s offshore wind power installed capacity will reach 5 million kilowatts by 2015 and 30 million kilowatts by 2020. However, the “Twelfth Five-Year Plan” has already passed half of the time. Offshore wind power has developed hard. Even the first batch of four offshore wind power concession bidding projects that were open tendered three years ago have not started construction.

“It is difficult to complete the installation of offshore wind power with 5 million kilowatts during the 12th Five-Year Plan,” Lin Boqiang, director of the China Energy Economic Research Center at Xiamen University, told reporters. “Offshore wind power is difficult and costly, but these are not offshore wind power. The root cause of the dilemma, because these difficulties are not sudden, but must exist, developers should be expected when doing research. Why did the first batch of four franchise bidding projects did not start? Why the offshore wind power skyrocketing The momentum has turned into a trap, and why the second batch of concession tenders has repeatedly postponed the failure to see the news? The fundamental reason is that the successful bidder cannot make money."

“Offshore wind power is very important. As a big country, China must develop, and it must develop as quickly as possible. But now the mode of bidding for concessions, the price cuts for major companies when there is no bottom line, there are many reasons for construction, there is no time limit, this situation must be changed It is impossible to develop offshore wind power at all," said Lin Boqiang.

Offshore wind, thunder and rain

In September 2010, the National Energy Administration organized a bid for four offshore wind power concession projects in Yancheng, Jiangsu Province. This is the first round of offshore wind power concession bidding in China with a total construction scale of 1 million kilowatts.

In June 2011, the National Energy Administration also went on a symposium at the National Offshore Wind Work Conference held in Nantong, Jiangsu Province: The National Energy Administration will launch the tender preparation for the second batch of offshore wind power concession projects in the second half of 2011. It is expected that it will be completed in 2012. The bidding will be completed in half a year. The total construction scale will be between 1.5 million and 2 million kilowatts.

At the time, these two tenders were regarded as signs of the advent of China’s offshore wind power era and were highly anticipated by the industry.

Who knows, the first batch of four projects still has not started after three years, and the second batch of tenders for offshore wind power concession projects has been postponed again and again, and there is no accurate statement so far.

"The first batch has not yet started construction. What is the second batch of recruitment?" Lin Boqiang said.

"I thought that the results of winning the bid for the first franchise bids came out on the plate. I did not expect the nails nailed to the board to be pulled out again," said Shi Pengfei, deputy director of the Wind Energy Professional Committee of the Chinese Renewable Energy Society.

The data from the China Renewable Energy Society's Wind Energy Special Committee shows that as of the end of 2012, China has built a total of 389,600 kilowatts of offshore wind power projects, of which the installed capacity of offshore wind power is 128,100 kilowatts. The largest offshore wind power project is the Shanghai Donghai Bridge. Offshore wind farm projects (102,000 kilowatts), the rest are mainly prototypes installed by wind turbine manufacturers. As an important part of the development of offshore wind power in China, the development process of intertidal wind power is fast. By the end of 2012, the inter-tidal wind power installed capacity in China reached 261,500 kilowatts.

“Now the actual offshore offshore wind power project built and operating in China is actually one Shanghai offshore wind farm at Donghai Bridge, and this project is not a commercial operation.” Lin Boqiang said, “The 12th Five-Year Plan to complete the 5 million-kilowatt goal,” It's difficult to see."

Existing development model must be changed

According to reports, the bid prices of the first batch of offshore wind power concession bidding projects were generally low, and the bid prices of four projects were generally lower than 0.8 yuan/kWh, which were 0.7779 yuan/kWh, 0.707 yuan/kWh, and 0.6881 yuan/kg respectively. Kilowatt-hour and 0.6882 yuan / kWh, the final winning price of 0.62-0.74 yuan / kWh, the above figures are much lower than the Shanghai Donghai Bridge offshore wind power project finalized on-grid tariff of 0.978 yuan / kWh.

“The East China Sea Bridge offshore wind power project itself is not a commercial operation, that is to say, the East China Sea Bridge 0.978 yuan / kWh this price has no money or even a loss, not to mention the four projects bid price is much lower than the East China Sea Bridge project They simply cannot make money," Lin Boqiang said.

“How can the price of electricity be 0.8-0.9 yuan?” said an industry source. “The cost of offshore wind power is almost twice the cost per kilowatt, and the price of electricity is only a few cents higher. dry?"

However, some bidders believe that they will not sacrifice their economic interests in exchange for development rights, which shows that they are determined to win the bid and are fully optimistic about the prospects of the industry. Development companies hope to seize the opportunities and gain experience in order to further expand the market for offshore wind power. Flat road. As the first batch of concession bidding projects were bids sponsored by developers, equipment manufacturers and contractors, most of the companies participating in bidding were well-funded central enterprises, and their business scope far exceeded the scope of wind power. Therefore, even if offshore wind power is temporarily profitable Small, they can also afford it.

Unfortunately, after winning the bid, four projects invariably transmitted all kinds of blocked information, or the sea area that was finally approved for use was not in conformity with the plan, or the construction was faced with environmental protection issues, or the marine functional zoning was not clear or involved the ocean. Bureaus, maritime affairs, military affairs, transportation, and fisheries were all hindered. In short, none of the four projects started.

"There are many reasons but we have to look at the substance. In essence, the price of their bids does not make any money at all. In essence, no one has started construction. The bidding has become a grab position and has become a trap." Lin Boqiang pointed out through the phenomenon. The nature of the problem, "There has been a lot of problems in this model of bidding for concessions, bidders have dared to vote no matter how low the price, and they have taken a position to circulate again, and there is no penalty in any case."

“It is not uncommon for franchise bids to become enclosures. We have already had the same experience when developing onshore wind power. To solve this problem is also very simple, so that successful bidders can pay a one billion yuan guarantee deposit,” Lin Boqiang said.

National strategies should be strongly promoted

Regarding the strategic status of offshore wind power development, Liu Qi, deputy director of the National Energy Administration, once pointed out that “Offshore wind power represents the development level of wind power in the international frontier. Whether or not it can have global competitiveness in the industry depends on whether a country or a company can The forefront of offshore wind power."

According to the latest offshore wind resource survey results, the development potential of offshore wind power at depths of 5 to 25 meters and height of 50 meters in China is approximately 200 million kilowatts. The development potential of offshore wind power at a depth of 5 to 50 meters and a height of 70 meters is approximately 500 million kilowatts. The resources of the tidal and subtidal tidal flats and the deep sea wind energy resources are also abundant, and the development potential is far higher than that of onshore wind power.

“Offshore wind power is not only rich in resources, but more importantly it is close to users and easy to absorb.” Yao Xiaoqin, senior member of the Wind Energy Professional Committee of the Chinese Renewable Energy Society, told reporters, “China's onshore wind power installations are mainly in the northwest because of the restrictions on the power grid. A large amount of wind power will not be delivered and wasteful, so it will be difficult to make further breakthroughs in a short time, while offshore wind power is in the southeastern region, close to the coastal economically developed areas, and will not be sold at all. °C, the power gap is extremely large, and it is necessary to limit the use of electricity by industrial power to protect residential electricity. Therefore, it is of great significance to develop offshore wind power to protect China's energy security and promote economic development.

According to industry experts, at present, the preliminary work of 17 offshore wind power projects across the country has been approved by the National Energy Administration, with a total installed capacity of 3.95 million kilowatts, mainly distributed in Hebei (2), Jiangsu (7), and Shanghai (2 ), Fujian (3), Guangdong (2), Zhejiang (1). In addition, there are 28 projects that are striving for the National Energy Administration to agree to carry out preliminary work with a total installed capacity of 8.5 million kilowatts.

“The preparatory work for the preparatory period can be 3 months or 3 years. It does not change the existing model. Offshore wind power is difficult to develop.” Lin Boqiang said, “The most reasonable approach is actually to establish a scientific and rational benchmarking price, on land. Wind power has changed from enclosure to substantial development, and the fundamental reason lies in the implementation of benchmark electricity prices."

"China, as a big country, cannot afford to let its offshore wind power stand still, lag behind Europe and the United States, and will be passively beaten in the future. We hope that the country will soon launch strong promotion measures like supporting photovoltaics to promote offshore wind power development." Lin Boqiang said.
